If I have a family member submit my passport application for me, would the passport office need to keep my id’s and documents to prove my identity such as drivers liscene and passport, and then return them when the passport is ready for pick up?

I could be wrong but I don't think they encourage you to have someone else submit your application for you. Either you submit it yourself in person, or you mail it.

I submitted and picked up my wife's passport when she renewed. The id was verified and given back to me. I needed a consent form from her to pick up the passport, though.
