This post you linked to is inaccurate. You do not go straight from international student to getting citizenship and the selection certificate isn't for citizenship, it is for PR. First you need to get PR. Once you have lived in Canada for 3 years as a PR, you may apply for citizenship.

To see if you qualify for this immigration class they are talking about, check http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/students/stay-quebec/application-csq/index.html If you follow the links you will find http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/students/stay-quebec/application-csq/students-peq/language-requirements.html where it says you must speak intermediate French to be eligible.
 
Dude if this was correct then half of India would be empty, Canada's population would increase exponentially and you'll see FOBs (fresh off boat) serving masala dosa and chai beside the guard rail on the HWY 401
 
Can I study in quebec and apply for PR in another Province of canada (to avoid speaking in french )
 
If you want to get immigration based on your studies, look into PNP's - graduate class. Many provinces have something in the line of that if you had graduated from a university and any province in Canada but get a job offer in their province and work for x amount of time, you can apply for your immigration.
