My application for NOC 2174 was received on June 20, 2013 under FSWP program.

The cap for my NOC reached on August 21, 2013. But I have not got any notification from CIC regarding the processing of my application and the fees has also not yet been charged. But since 9 weeks had already been completed when it was announced that the cap is reached, can it be considered that my application would have been in before the cap reached?

The count updated on the CIC website includes only those whose fees has been charged or it includes everyone whose application is complete and yet in the queue for charging the fees?
 
The count on the website will always lag behind. It's possible that the cap was actually reached much earlier but applications were still being checked, so it wasn't available then. You will just have to wait and see what happens.
There is nothing you can do to change things....
 
If you want the reality, then No chance is the final answer. Cap reached around May 30th.

Dear Member,
My application reached CIC on 29th May 2013 at 12.00 under NOC 2174 and my DD encashed on 16th August 2013.
But still i didn't get any mail from CIC. It is very frustrating situation!
