Can you send a sponsorship application without a passport number

Looking to sponsor a dependent child... however mom is here and they can't get a passport without mom being with child in Thailand.
So if application can be submitted and sponsorship received Mom will go to Thailand and get passport for child
Can anyone advise?

no you cant .some of these applications once fully completed generate a barcode which is required.send your wife to thailand for a short trip .apply for childs passportand apply.
