Thanks, I thought CSE requires filling some forms...etc. I have sent an equiry long ago without any response...

The CSE does not require filling in any forms. For VOs outside of Canada, you just go to the website, enter your ID info and your message and hit submit. I suppose it is technically an online form, but no different than sending an email with the same info.
