Hi there, my situation is kinda awkward:

I graduated long time ago at U of Alberta for my Bachelor , then I might have applied for PGWP and got refusal. That was quite long time ago so I couldn't remember it well.
Now I am thinking of studying master in other provinces next year, can I apply for PGWP again at the time I graduate of master?
I look online many say you can only apply for PGWP once in lifetime but I also find online it is you cannot apply for PGWP if you have received one which in my case I didn't.
Please advise. Thank you very much.
And also could I check my previous status and clarify this problem at any Canadian official organizations? I very wish to have it formally checked if possible.
 
i see, so it isn't apply once in lifetime, it should be received once in lifetime?

The rule is that you can only receive the PGWP once in a lifetime. If your first PGWP was refused, then you can apply again once you complete a new program in Canada.
