Can you lodge two similar type of application (under FSW) at the same time?

Just a question. My friend applied under FSW way back in November 2008 and was asked to submit full application in July 2009. Since then no further communication was made by the local visa office with regards to her application. E-cas shows it's in process. Now, since this particular application is really taking quite a long time, my friend is contemplating of filing a new one. My question is, is this even possible in the first place? ..filing two similar application under FSW.

Apparently there are no rules that state that you can't apply twice under FSW but whatever is causing her first application to take a long time can also cause her 2nd application to take a long time.
