Can you get a PRTD if you don't meet the time in Canada obligations.

Hi,
I'm currently working overseas 6 weeks out of 9 for a foreign company, my Canadian common law partner still lives in Canada and I consider this home, I have applied for a PR card renewal but it's still being processed, can I get a PRTD to spend my next break in Canada? what grounds do they take into consideration when you don't meet the time in country obligation? How long does it take to process a PRTD and will I need a new PRTD every time I wish to return?

You should expect the PRTD to be refused if you don't meet RO.

Just to add that in applying for a PRTD having not met the residency obligation the worst case could be they start to revoke your PR status.
