Ik, the question might sounds contradicting. But the case is: 1 more yr from graduation, but couldn't afford the tuition. So, is it possible to apply for an PGWP, or simply an Open work permit.

This Covid wrecked the family's revenue, totally.

This exemption applies to foreign students who, due to circumstances beyond their control, may find themselves unable to meet the cost of their studies in Canada, be it their day-to-day needs or their tuition.
While academic institutions do grant some leeway on obligations such as tuition and residence fees, working may be the only solution for students to subsist in these circumstances.
Section 208 of the Immigration and Refugee Protection Regulations provides the opportunity for students to cover such difficult financial periods, should on-campus employment provided for under R186(f) prove to be insufficient.

No PGWP without graduation. Have you been living and studying in Canada? When did you start studying? When did you stop studying?

True. I was wondering if you can get some sort of Open work permit without come to this. Since he has been studying and living in Canada for the last 4 yrs.

You don't get a work permit for studying, you get it for graduating from a program. 4 years will go down the toilet if your friend doesn't finish his program

You have to complete your studies to qualify for a PGWP. So unfortunately you don't qualify.

The destitute student work permit is your only option right now.
