I would be moving to Canada under a closed work permit. My employer will apply for PR for me once I move to Canada. I am wondering if there is some provision under which one can convert the closed work permit to an open work permit once the PR application has been submitted to IRCC.

Once you've been selected for PR and have submitted your complete application, then yes, there is generally an opportunity to apply for an open work permit. Note that switching employers once you have the open work permit may or may not be possible depending on how you've applied for PR and if you've claimed points for having a job offer.
