can you apply for OWP later in the process

I'm wondering if you can apply for the OWP through inland later in the process. Situation is my girlfriend and I are common law, just became officially common law on January 31st. She is on PGWP that doesn't expire until February 2018. So really we don't need the OWP until that expires if we don't have it by then which inland is supposed to have in 12 months?

any thoughts that we can apply for it say in September and it will be issued by the time her PGWP expires?

Yes, she can apply for it any time as long as she has valid status. You send the application to Vegreville instead of Mississauga in that case. Keep in mind it takes at least 4 months to get.
