Can you apply for outland residency while waiting for approval of withdrawal

Hi there, we originally applied for inland residency (Spousal/common- law residency) but just cancelled it so we could apply outland because it is quicker and because my partner will be leaving the country in April 2015. Does anyone know if you can apply for the outland application way while waiting for "approval' on the withdrawal of the inland application?

I would like to know as well. I just email them to cancel my case and going to apply Outland as well. If you get any news, pls share with me.
