Is it possible to get an open work permit without having a job offer? Does anyone know of any consultancy/Consultants who can help with open work permit?
 
I tried searching job through different websites, forums but all job openings have a requirement to have a legal work permit.
How to look for a employer who can sponsor work permit?

Does it mean we cannot come to Canada for work?

you can if you are spouse of full time interational student in canada educational institute.
 
You can contact the employer yourself and make arrangements with them to sponsor a TFW permit for you. Although most Canadian employers hate dealing with immigration procedures and simply don't hire from foreign countries.

With the new EE system and LMIA requirements in place, become PR through international graduate route is not a good idea anymore. Getting hired from overseas seems to be what Canada wants people to do. (And thus all the Job bank revamp, Job offers, LMIA requirements etc)

Apart from PGWP, IEC work permit is also open, but i don't think they are available to most countries now...
