Can we flagpoll for my spouse in US if I have a open-work permit in Canada?

Hi all,

I am about to get married in February 2022. My wife is working in USA from the past 2 years.
My question is can my wife do flag polling after our marriage and get her open work permit as I already have a valid work permit until 2022? or, we have to apply her work permit online and wait until it gets approved and then she can apply for jobs?

If we can flag poll, what documents can she expect to submit to the immigration officer?
