Posting this for everyone as no 100% answers. Is it true, that the main factor on ECA is the Summary....as per the title?

Is this what CIC look at to decide on points?

There is an entire page on the CIC website that says so.

no where on there does it say 'Canadian Equivalency summary'...does it?

As bellaluna said, IRCC has provided all the details.

"Your result will be marked on your report as the Canadian equivalent to the foreign degree, diploma or certificate you had assessed. Find the result in the first column of the table below and you can see information about your points."

Read the Canadian equivalent mentioned on your ECA and use the table given here to find out how many points you will be awarded.

Hope it helps.
