Can we change employer while waiting for PGWP?

I am working in this company A now while I already applied for PGWP. Can I change my employer to company B while waiting for the PGWP?

Will it cause any problem?

no it shouldnt make any difference only problem I see is if company B does not accept hiring u without a PGWP.
