completely wrong information

Changing institution at the post-secondary level

"If you applied for a study permit to attend a post-secondary institution after June 1, 2014, you must notify Citizenship and Immigration Canada (CIC) via your MyCIC account every time you change institutions. You are not required to apply for a new study permit when changing institutions that are at the same level of study (e.g., from a college to a university).

For example, you must notify CIC if you submit a letter of acceptance from the University of Ottawa when you apply for your study permit but then transfer to Carleton University once you arrive in Canada.

You are not required to notify CIC when you change institution if:

you applied for a study permit prior to June 1, 2014;
you were issued a study permit to attend an institution at the primary or secondary level; or
you obtained a study permit as the family member of a study or work permit holder (i.e., you were not required to submit a letter of acceptance when applying for a study permit).

Get step-by-step instructions on how to notify CIC that you have changed DLI’s using your MyCIC account."

You do not need to inform for course extension as long as you have a valid SP.

1. you said embassy i'm not sure if you mean the embassy of your country in case you're in scholarship here. then yes.
2. If you mean Canadian embassy as the other person mentioned "you need to inform cic online through MyCic of any institute changes" but not courses/ classes

In case we opt for a consecutive 1 year program but in different college then dies it affect the pr process?

should have no effect on PR compared to same level of education in a 2 year course. What I mean is PR(express entry) gives u points for PG or Masters level of education. so PhD gets the most points then masters then pg diploma and so on. So if u take diploma 1+1 year its same as 2 year diploma points in Express entry but its not same as 2 year PG diploma. getting the point?

I am not an expert but yes u qualify for 3 years pgwp if u do 2 courses from two different institutes as long as u notify CIC about change of institute or extend ur study permit based on the new institute admission letter.
also these two institutes and 1 year programs should qualify for PGWP just to be safe.
