Can visa officers access another country's citizens' entry and exit record?

In order to show strong ties to my home country, I need to show that my parents are residing with me. How do I show that? What kinds of documents do I need to provide? Or do the Canadian general consulate have their own access to my country's immigration record so that they can check whether they are here or not?
