can an undergraduate student bring spouse to canada if both spouse and student are 18+

Spouse can apply for a TRV or OWP. However no guarantee of approval.

why no gurantee

IRCC can refuse these applications for a number of different reasons including insufficient funds, insufficinet ties to home country, lack of a travel history, etc. Having a spouse in Canada on a study permit does not automatically mean the other spouse will be approved as well.

Hello,

As long as you are enrolled as an International student, you can. But why not consider bring your spouse prior after your first semester. The time inbetween can be used to prepare and gather documents for your spouse's application.

Ensure to pay close attention to home ties and funds—very vital.
