Could I buy a business in Canada such as a cafe or restaurant in a friends name that is already an canadian citizen
and get them to then obtain an LMO providing me with a job to get the visa but really the business is mine?

I think this is a risky plan. For an LMO to be approved, you have to prove a Canadian could not be hired to do the job. A higher percentage of LMOs are being denied these days due to the economy and the number of people out of work in Canada. So what will you do if you buy the business, submit the LMO and then the LMO is denied?
 
What if THAT friend gives you the finger and takes away the Business...

It will be in his name, what can you do if he say...Buzz off....

In my opinion a risky and a dumb plan.... If you have good money look to other places who welcome investors. Malaysia etc are also a good option man.
 
In this capitalist world, too many people have already earned and earning huge amount of black money.
If Canada keeps the investor program opened, they'd get 10 times more applications than they used to get in the last few years.

I'd say try some other EU countries or New Zealand, or Malaysia as someone said.
Australia is a good choice as well.

But Quebec Investor program is still open and it doesn't need French language ..
