Can the choice of location influence the government's decition for PR?

I have been invited to apply and want to live in Victoria. Does it matter where I choose to live? Can the government refuse the application based on the location? Thank you for your help!

If you are offered ITA from federal Express Entry, you are free to settle anywhere except Quebec which has its own programs. If you got ITA based on a provincial nomination, you can only settle in the nominating province.
