Can teachers apply after four years of shutting them down? Please

iam a teacher and I have always tried to travel to canada !!
Can I apply under the new system "EOI" Iam not sure what to do although most of my papers are ready.

1. You can apply but I wouldn't hold my breath that you will get a job offer through the job bank, as there is an oversupply of teachers in Canada.

Ok then why did not the goverment of canada make a list of occupations and everyone gets guided according to their job?
Australia, and Newzealand do that?
I think it is a matter of luck, is not it?
