I am in PGOWP. My spouse OWP expired on March 30, 2019. he applied for visitor and it is approved. He applied for SOWP ( May 3rd, 2019) after I receive a skilled job and 3 pay stubs and the SOWP is in processing. My question is can he work in implied status in this situation? Please help me.

No. He can remain in Canada - but he certainly cannot work. He must wait until the SOWP is approved.

Thank You. If it is applied before the expiry date , can he work?

Only if he had applied to extend his OWP before it expired. So he needed to apply for the work permit extension before March 30th. Since he applied for the SOWP May 3rd, he cannot work. He is only allowed to be in Canada a a visitor at this time. He must wait until the SOWP is approved before he can work again. Hopefully he stopped working effective April 1st.
