Can sponsor start receiving benefits after sponsor approval, but before PA receives final decision? Or would that cause a rejection of PR for PA?

To give more details, my wife had a call with a private company offering coaching etc for interviews (review of CV, simulation of interviews etc). The service is free and she gave her SIN to them. She is not getting paid for it, but she is also not paying for the services.

She is worried that due to this call (which only lasted 30min), my application for PR will be rejected.

Your post is somewhat confusing.

The sponsor cannot go on social assistance. That's the benefit they cannot receive while an application is in progress.

What we are not clear is: does that service (CV review, etc, which is free for my wife because paid by the provincial government), go against this?

The reason we are worried is that they asked for her SIN and the services is free.

This is not social assistance/welfare.

This isn't social assistance. You're overthinking this.

The use typical clerk/lawyery wording such as, it is unlikely but you need to confirm with company B. Then company B says it is unlikely but you need to confirm with company A and it goes in circles.
 
Social assistance is the term used for getting paid welfare ie uou recieve money from the government. This isn’t that, just like getting help at service Canada from a government employee or help on the side of the road from a police officer isn’t ‘social assistance’ just because you are getting ‘assisted’

Very unlikely to be considered social assistance. I would encourage your wife to start working, which it does look like she is trying to do, because she is supposed to show she can support her family without government support. Once employed she can update the application via webform.

It's not social assistance.

But if you're really that uncomfortable, then don't do it.

Thanks. She should start working soon. Just a note that since our final destination is Quebec, she does not need to demonstrate financial capability. She has received SA already.
