My cousin sponsored his other cousin (Mr. A) and Mr. A was given a nomination certificate and later applied for Permanent residence. 4 years after they have not approved the permanent residence for Mr. A, and my cousin wants to sponsor me as a close relative. However, Mr. A's pending permanent residence application is blocking him from sponsoring any other close relative. Can my cousin cancel his sponsorship for Mr. A so that he can sponsor another close relative?

So cancel Mr A.’s PR application so he doesn’t immigrate? Does Mr. A know his cousin is trying to cancel his application? Tell your cousin in Saskatchewan to contact SINP about withdrawing support and cancelling Mr. A’s PR application, if even possible. Why isn’t your cousin helping Mr. A find out why processing is taking so long instead of cancelling his PR?
