I don't mean this as a go-away, but as advice - you've asked several questions here and gotten feedback from others, and granted, on somewhat complicated matters.

But you CANNOT substitute the basic act of just reading the instructions. You (and your parents) actually need to understand what you're doing.

What can I do if I read the instruction and got different answers? You can take a look at the 2 answers below. They both are from the instruction/website. I believe most of us asked the questions on this website are not native english speaking. If someone can help to clarify it that would be helpful.
1 "Once the application has been finalized, the processing office will send you the ‘Passport Request’ letter. " My understanding is this LETTER is sent by Mail but not sure it mail to which address.
2 "Once we make a decision on your application, you’ll receive an email with instructions on how and where to submit your passport " this is email for sure.
 
They'll send to an email nowadays. And since all PRTDs can only be applied for abroad, it would be completely nonsensical for them to send to a Canadian address anyway.
