Can Someone Please help me with any tuition free College or institution for Africa student in Canada. I am interested in coming to Canada with my partner for education and permanent visa. I am interested in Computer Administrator course, why she is interested in fashion designer. we are Nigeria by origin but living in Equatorial Guinea (Africa)

There are very few scholarships available to international students unless you are studying at the Masters or PhD level (and even at the Masters level there aren't that many). If you don't have enough funds to pay for your tuition you should investigate if you can secure a bank loan in your home country to pay for your studies in Canada.
 
I think Norway or Denmark may still have 'tuition-free' programs available. One ends up paying a 'student fee' though.
 
Yeah, I took a couple of courses in Norway once. No tuition, beyond a 50 Euro fee (kroner equivalent). Had to pay room and board, was put in a giant Stalinist apartment dorm reserved for foreign students; about 10% of them were there to party, which meant the fire alarm went off about every third night. Food was so expensive that my classes turned out to be more expensive than elsewhere in Europe where you pay tuition, I lived on potatoes and horrible rubbery sausage. Some days it seemed to be raining, snowing, hailing, and sleeting all at once, from every direction, and there were about 4 hours of daylight per day.

My recommendation, look for EU scholarships and don't worry about the free tuition. Italian universities have a lot of scholarship opportunities, at least on paper. Stay away from Scandinavia . . .
