Can someone get a Travel document before the expiration of his PR card?

My wife is a Canadian PR who is currently living with me. I am a Canadian citizen working in USA. My wife's PR card will expire in December 04. Due to her study related obligation at USA, she cannot travel to Canada before that date. We are planning to visit our relatives and friends during the Christmas break. I am wondering whether she can apply for a travel document before her card expires. I am asking this because she will not have enough time after Dec 4 to apply and receive the travel document. Currently it takes about 30 days to process such document. Any input on this matter will be appreciated.

As far as I know, you can not but you can ask the embassy.

If she is visa exempt to Canada, she can fly on the strength of her passport and deal with immigration with her expired card when she arrives. If she is not visa exempt, you can drive across the border without a travel document and same thing, deal with immigration as you arrive.
