Can someone apply an open work permit inside Canada

My best friend is currently staying in Canada as an International student which give her husband a TRV Visa as well for as long as the wife’s student visa is valid. Now, they want to know if her husband can come here as well since he has a TRV visa and apply an OPEN WORK PERMIT from inside Canada. He’s a skilled professional working in SAUDI ARABIA for the last 15 years as an ENGINEER. Your input will be greatly appreciated. Thank you in Advance.

Normally yes.

However since there is a travel ban in place, he will most likely be refused boarding and won't be allowed to fly to Canada since his reasons for traveling will be classified as non-essential. Right now the travel ban is in place until the end of June. He should wait until the travel ban has been lifted before he tries to fly here. Or he can try now but he should assume there will be a high chance he won't be allowed to board the plane.
