Can smb apply for Open Work Permit without having Application Number?

Hi guys,

My friend married a Canadian citizen couple of moths ago and she lives with him in Canada. One month ago she applied for PR through Family Sponsorship.
From what I heard, it is a very long process and she wants to start working at the meantime.
The question is, can she apply for Open Work Permit without having application number yet? She called couple of lawyers and tried to get some info on the net, but without any results as everybody tells different story. Can somebody definitely tell us at what stage she can apply for OWP?
I would love to help her with advice, but I am a different stream, applying under EE. So, your advice will be greatly appreciated!

Did she apply inland or outland? No work permit with outland application. Being in Canada is not enough information.

CIC needs to know the application number of PR application in order to link your OWP to your PR application.

Are you sure? We called CIC today and were told that she can apply now, without Application number. We r so confused!

She can apply now without an application number. CIC will be able to match up the files using her personal information.
