Hi,

I am a Software Engineer, I was immigrant in 2006 (still I have the permanent residence card not sure if it valid or not). But I did not fulfilled the 3 years obligation to stay inside Canada (out of 5 years). Probably I lost the status? Now I think to move there. Can I get some benefit out of those if I apply now?

What kind of application process is good for me? Provincial or federal? And which state should be OK? I am Finnish national.

You're probably still a PR in the system of CIC, but when/if you travel to Canada, immigration will probably report you for non-compliance, and will set a hearing with committee to decide the status whether to cancel PR or to allow you to continue.

Otherwise you need to contact nearest Canadian Visa office and renounce your PR there first, and then start fresh application.

All the information is available on www.cic.gc.ca (a lot of rules/programs may have changed since 2006), I doubt if you will benefit from past PR status as you didn't live here at all pretty much

cards are only issued for 5 yr period so pretty sure it expired in 2011. However, you can still travel to canada with your Finnish passport (without visa) and sort it out once you get here.
