Can non inclusion of PCC be the reason for no response

Hi Guys,
i have submitted my application in respond to invitation that i have received EXCEPT FBI USA PCC.

Its been 4 months i have not heard anything from CIC. No email no communication at all.

Do you think CIC would be waiting for PCC to be submitted and then they will review my application ?

I'm not an expert and would like to see what seniors have to say but just wanna ask you...
Have you requested CIC asking for an extension, regarding arranging and submitting FBI-PCC?
And have you already started the process of getting FBI-PCC??

From the forum members what I learnt is, at the time (post ITA) of submitting our application itself we should request CIC for an extension. And also in most of the cases (related to FBI-PCC), a second extension is also requested (CIC generally offers extension of 60 days).

If you have stayed in US for more than 6 months then you do need FBI PCC.

Did you upload an LOE stating the reason why you did not include the PCC?

Actually, no response after 4 months is a good sign, they usually reject for incomplete PCCs within a few days or weeks.
 
Maybe they're just waiting for the pcc.
4 months is a long time already you should send the pcc soon. Better than having your application refused because of that.
 
I would rather submit the FBI PCC through Case Specific Enquiry. So to avoid possible rejections.

I would also suggest you to order GCMS notes to see what is the status of your application.
