Can my wife apply for PNP program as her profession is urban planner and it is a regulated profession in certain provinces

My wife will be the primary applicant and her noc code is 2153.she is a urban planner.our crs score is coming around 449.since our score is low we wanted to go for PNP program,so i was wondering if someone could guide me in which PNP program can she apply for as her profession is regulated in certain provinces.
