Hello there, my mother is in possession of a multiple entry visa which we requested because my country government did not allowed its citizens be out the country for more than one year, now the laws in my country changed and she can stay outside for a maximum of two years. We need extend her stay in Canada, but I wonder if being in Canada my mother can switch from a MEV to a super visa instead of request an extension? Thanks
 
I think yes as long as the following criteria is met.

To apply for the Parent and Grandparent Super Visa, you must:
be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
be found admissible to Canada; and
meet certain other conditions.
Note: You cannot include dependants in this application. Only your spouse or common-law partner is eligible to accompany you under this provision.
