Hi there,

I live in Iran but my husband lives in Canada. I want to apply for a study permit. I am planning to take part in ESL classes in Algonquin College in Ottawa. Would you please answer these questions:

1) Do I need IELTS certificate to be able to get visa for ESL courses?
2) Can my husband submit my application online from inside Canada?
3) If the answer to the above question is yes, does my application will be sent to Turkey for processing?

I see that processing time is 47 days if it is submitted online from inside Canada while if I want to submit it from outside Canada to Canadian Embassy in Turkey it will take about 4 months.

4) Would that expedite my application processing time if it is submitted online from inside Canada by my husband?

I don't know the answers to all your questions, but I do know study permits are for full time studies only. Immigration doesn't issue study permits for part time schooling. I know this from experience. Asking for a study permit for part time schooling is like burning your money.

If your husband is a full time student, you could also apply for an open work permit.
 
Thank you for your reply. I mostly want to know if I need IELTS to be able to participate in ESL courses. The problem is if I want to send my application from outside Canada it will take too long that I will lose the opportunity to enroll in College in Canada. My husband has lived in Canada for so many years and will support me for all the expenses when I come to Canada.

He has already applied for sponsorship visa but during that time I like to improve my english language and at the same time be with my husband. It will take about 16 months for sponsorship visa to be processes and this is a long time to be far away from him.

Please let me know anyway I can see my husband. I missed him a lot.

I know this much - you can apply for the OWP but you don't have to work. You can use it to come to Canada and live with your husband until your PR application is approved. If the ESL courses are under 6 months, you won't need a study permit anyway. Courses 6 months and under are exempt.

As far as the IELTS requirements, I'm not sure, but you can contact the university and ask them directly. Sometimes the requirements vary by school and province, so asking them what they require for their course is best.
 
What is OWP? If you say I don't need study permit then I believe I still need temporary visa, right? Do you know how long it will take to get a temporary visa and in general how long it will take to come to Canada as student?
