He needs to get a job offer from an employer in Canada. Next that employer needs to obtain an approved LMIA. This is a 4-6 month process. If the LMIA is approved, your father can then apply for a work permit tied to that specific employer. Generally speaking, it's next to impossible to find employers who are willing to go through the LMIA process.
If having your father here with you working while you're attending school is of the utmost importance, I'd probably rethink the whole attending school in Canada idea
