Do learning expression could have influence on IELTS speaking score as well as writing(Letter TASK 1as an example)?
I've seen some band 9 speaking through youtube and non-of them used any kinds of advance expression or even collocation , they use but not much more than usual, however, Lexical has 25% .

What exactly do you mean by learning expression?
IELTS website has the rubric on how the grading segment works for each section.
Speaking: Coherence and ability to talk on multiple subjects without pausing (to think of a word) and repeating phrases.
Writing : Ability to write grammatical complex sentences with adherence to the general idea of the prompt. You are not scored on how well you know the subject (or the prompt) but on how you write your ideas. Do note there's a penalty if you are below the word count.

  • You may end him but you’ll not mend him
  • The shoemaker’s wife goes the worst shod
  • his days are numbered
  • he beats a dead horse
something like those

My question was utterly clear , using such those expressions, could have positive impact or not regardless of what speaking as well as writing's criteria has been mentioned .

And I'm sorry everything should be learnt , shouldn't be ? nothing will be inspired ! Am I correct ?
Means, you could reach your purpose in more advance literary words

Idioms?
You can use them in both speaking and written but it shouldn't look forced particularly for speaking

Yes, you mean it seems normal and usual or in other words there isn't any special effectiveness on final score except Lexical part

It's not black and white...
If you can use idioms effectively in speaking you can use it....speaking shouldn't seem like you prepared.
Writing can be more effective with idioms if used correctly again.
