Can initial pgwp be rejected even after getting WP-EXT?

I got the wp-ext letter right after I applied initial pgwp.

I have no idea the algorithm and the criteria that they provide wp-ext to the applicants.

Does getting WP-EXT show that there's higher chance to get pgwp to be approved? or is it completely irrelevant?

The WP-Ext is automatically generated when you apply for PGWP. It's for everyone. That letter lets you work until you get your PGWP.

I got that letter a date was put on it which is May 10th, but no approval yet
