Hello everyone:
I have around three years experience in one of the professions in the 38-list but unfortunately I did not mention that experience when I lodged my application back in March-08 which was subsequently returned in Dec-08 without processing by CIC as other professions mentioned in my form did not match the NOC numbers with the 38-list. As per the CIC letter, I can expect processing fee to be returned soon. The reason of not mentioning that NOC was that I had worked in that field from the year 1997 to 2000 and since points are awarded only for work experience acquired within the last ten years so I did not mention it. If I re-apply now and mention this NOC, can Immigration Officer object why I did not mention it previously? If I can re-apply, should I wait till I get my fee refunded in order to get my previous case closed? I would be thankful for your valuable suggestion.

In my opinion there's nothing that should stop you from applying again as long as you can prove that your previous occupation fits in another eligible NOC. Theres no need to wait for refund from the previous case either as it has already been closed since you were issued a refusal letter.
 
u can reapply without delay, do not change otherthing for examle job title, but change NOC if it matches
