I read that if you hold an off-campus work permit when you graduate, you can work for up to 90 days (under implied status) and use that time to apply for a post-graduation work permit (PGWP).

The problem is that my off-campus work permit expired last month. I'm about to graduate and would like to know if I can legally work in Canada (Ontario) while my PGWP application is being processed. I assume I will not be able to, but I couldn't find a clear answer on the CIC site. I'll call CIC tomorrow just to make sure.
 
I did some more reading and I'm pretty sure the answer is no I cannot legally work while my PGWP application is being processed, unless I hold a valid off-campus work permit (and apply for the post-graduation work permit within 90 days of completing the graduation requirements of my degree).
