Can I use visitor visa if my status changed to OWP?

Could you, please, answer the following question.
My wife has a Canadian multi visitor visa, but her status has changed from visitor to Open Work Permit. We are going on vacation. Can my wife use her visitor visa to re-enter Canada or should she apply for TRV? Can she apply for TRV at the border?

1. Yes, as long as it valid. By the way you CAN'T apply for TRVs at border.
