You must follow the Region Specific Guide and checklists exactly. If it asks for transcripts, then only transcripts will be accepted unless it is absolutely impossible to get them. (i.e. the school burnt down and all paper/electronic records were destroyed)
 
And don't forget they must be in a university SEALED envelope. Do whatever you can to comply with EXACTLY what is asked for in the checklists. For example, General IELTS only. Academic will not be accepted. It isn't worth taking the risk of having your app returned for something you could have done with a bit more effort. Good Luck!
 
Requirement is transcripts as per CIC guidelines, if you do not send the transcripts, VO may refuse the app or may give u a chance to resubmit the transcripts causing delay to your application procedure.

He may accept the application as well and there have been cases who got through with the notarized copies.

As well as learning what others have done, it is imperative to read and follow the instructions in effect at the time of YOUR application. IF you are unable to provide EXACTLY what is requested, do your utmost to comply and provide a cover letter with a full explanation.
