My spouse has got a open work permit for 2 years with my primary closed work permit (Intra company transferee) for 2 years. So in the due course can i switch my closed work permit to open WP as a dependent to my spouse? So that i can jump to a different employer?

No - you can't. If you want to switch employers you need a job offer and approved LMIA so that that you can apply for a new closed work permit linked to your new employer.

Thank you for the response. One more question. Can my wife apply for PR as a primary applicant with her canadian experience thought she is in a dependent visa? And is it easy to get a job offer in any province and get points for PNP?

Yes - she can certainly apply for PR as the primary applicant.

I would say it's probably difficult to get a job offer right now. Note that you should be living in the province that you apply for PNP through. If you are living in one province but apply for PNP through another, the second province will question if you really have intentions to settle there and likely refuse your application.
 
Does a job offer in British Columbia require a LMIA approval? And how easy is it to get EOI for BC PNP if we have a job offer for noc 2174?

I don't know. You will need to read through the PNP requirements.
