Can I submit offer letter while LMIA is still under process

I have recieved my ITA and would like to know whether I should submit an offer letter from a Canadian employer while LMIA is still in progress.
Your views will be appreciated. Will it complicate the process?

Did you claim points for LMIA even before it's approved ?? in that case there is complication with the process, it's a simple rejection my friend.

Reviewing history of OP it appears he has 461 points back in June 2016, so no indication that any points came from "premature LMIA".

Not an expert, but I doubt it would make a difference especially as the LMIA is not approved.
