Can I submit my PR application outside Canada as a CEC Inland Applicant?

Hi,

I'm in Canada right now and have received the ITA for my Inland CEC Application. Can I complete my application from outside Canada? Or do I need to submit it within Canada?

If I can submit it outside Canada - any problems with PCC and Travel history? (As both would be upto pre-submission dates not accounting for latest travel)
