Can I submit my Express Entry file (after getting ITA) prior to getting PCC

I am in USA and will need PCC from FBI. FBI takes very long to process PCCs.

Question: After I get my ITA, how soon can I submit my PR file knowing that FBI will take more than 2 months to send my PCC? Is it ok to submit the PR file as soon as I apply for PCC from FBI, attaching the proof of PCC application?

FBI has a new system that processes online request in 48 hours. You should check their website.
