I want to submit a H&C application but I am told that getting a police clearance certificate can take more than 2 months. I do not want to wait for 2 months and then submit the application because time is an issue.

So since H&C applications occur in 2 stages (The first stage being "Approval in principle" and the second stage being background screening), is it possible for me to apply for the PCC, submit proof that I applied for the PCC in my H&C application. And then if my H&C application reaches the first stage, I can then later upload the PCC in the second stage?

Your application can be returned as incomplete so would wait to receive PCC before applying. You need PCC way before AIP which is taking around 2 years to get an approval/refusal for most.

So there's no way to submit the H&C application and then later upload the PCC to that same application? Like using the web form to upload the PDF of the certificate as an attachment?

Yes there is but your application could also be denied for not being complete in the first place and you’d have to start from scratch in that case. Makes much more sense to ensure your application is complete before sending it.
