Hi, I'm in a little bit of a tricky situation here. I have been delayed by the college to provide me with my graduation documents and transcripts, as a result I was not able to apply for my PGWP within 90 days after my program end date. I still havint received any documents from the college and I was told I won't be able to apply for it anymore. What is my situation here? Can I still apply for my PGWP after receiving the documents? Or will I be asked to leave the country.

You have to apply for the PGWP within the 90 days. If you fail to apply within the 90 days - then it's too late. If you want to work, you'll either need to secure a closed work permit by getting a job offer in Canada and approved LMIA. Or you'll need to complete another program of study to qualify for a PGWP.

Why haven't you received the graduation documents and transcripts from your college yet?

There was some problem with the graduation application with mine and a few other international students. Will the college be held responsible if it was a delay from their part?
Also, the company that I work for has to apply for my Lmia, correct?

I think that is college’s problem not yours.
 
You don't qualify 90 days after graduation did you receive confirmation of graduation and then not receive the papers for over 90 days? What college was this?
Time starts when you receive confirmation of graduation. Your best hope is to maybe start another course and apply for PGWP when you finish that.
Unlikely IRCC will care whose fault it was but you could always try applying with an explanation letter, its up to the officers discretion.
