Can I still apply for EE (CEC/FSW) even though I have AoR from a non-express stream?

It seems like the official processing time for non-EE still ~20 month vs ~6 month for EE. Is it alright to apply for EE even though I have AoR in order to get my PR faster?

It is, but IRCC will ask you to withdraw one application before they make a decision on the other. So there's every chance that your EE application will be processed faster, but they'll ask you to withdraw the non-EE one and they won't refund you the fees for it as well. But don't worry about the money - just get the one that you think will be faster. EE applicants are getting portals in a month.
