You filed I-140 due to different reasons , such as your company sponsored you for H-1b visa, filed LC etc. If in the meantime your I-140 got denied or H-1B visa expired and you got Canardian PR and you are in Canada, you can apply for B-1 for US. But there has to be a reason for your visit to USA such as you are going back to wind up your stuff, meet old colleagues etc. Granting B-1 shall have no relation with your previously filing I-140. As long as they see your intention of coming back to Canada and your visit to US is just a temporary there won't be any problem for B-1 visa. BTW most Canadian PRs and citizens come to US over the weekends to buy cheap grocery anyway ( for example from Vancouver to Bellingham ).

how do you know your interview was waived? Do you know if interview comes only before Medical Request, if MR has come, there is no possibility of interview request after that?

if Medical and RPRF come togather then your interview is waived, mostly 85% CHC sends Medical and RPRF togather, but if VO required or have doubt then VO call for interview that's the rare chances juts I rate 5% chances from all CHC's.
remember Buffalo NY send medical request first and then RPRF, so keep in mind if you are Buffalo applicant then your interview will possible even after medical request, but once RPRF issued then understand that 98% to 100% your interview is waived, so you know your documents and your file status are good enough and VO is satisfied so, even you can say that 100% your interview waived off.

B-1 is the business visa of the USA, I just advic you to get H-1B after geting Citizenship of Canada, otherwise chances to lose your PR status if you not maintain. read more about Canada PR on CIC website.
